India will achieve 100 percent literacy by as early as 2020, HRD minister kapil sibal says on Friday. The numbers of literate Indians are shot up by 10% in the past decade according to latest census data.
According to latest census data, the overall national literacy rate has increased from 64.84% in 2001 to 74.4%.

Female literacy rates across the country are about 65.46% in comparison to 53.67% about 10 years ago. Where as overall male literacy rate rose from 75.26% in 2001 to 82.14% in 2011. Bihar leads among the states on Female literacy rate, raised by 107% in last 10 years; states males’ literacy rate has risen by only 50%. Among the union territories, Dadra and Nagar haveli of the best female literacy figure, with an over 161% rise in number of literate women.
Other states and union territories which attain a remarkable high in female literacy rate are – Arunanchal Pradesh, Jharkhand, UP, Daman and Diu, J&K, Meghalaya, Manipur and Rajasthan.
In last decade over 11 crore literate female added to the population in comparison to 10 crore male.

High power Shunglu committee has further slammed Commonwealth games Organizing Committee chief Suresh Kalmadi for being a leader of a “sham OC with much lesser accountability and transparency”. In his 103 page report the committee questioning his appointment. The report said that document reviewed for kalmadi’s appointments were not without tempering and undue changes.

“We have found material changes in official documents by Kalmadi to get the post of OC chief and also to have sweeping administrative control over it,” the report says.
“We have therefore no hesitation in coming to the conclusion that a document (relating to the appointment of OC chief) was created by Kalmadi or his behest in the IOA for being specially used to secure his ends, including the chairmanship of OC and justification for the commitments mad by him at Montego Bay without any authority,” the committee says, citing instance of Kalmadi’s approach to get the key post.
Questioning the OC’s constitution, it says that on February 10, 2005, Kalmadi got a society named OC registered under the Society Registration Act, 1860. The society, its memorandum, rules, executive board and membership should be approved by group of ministers. But no such approval was taken.
The committee also questioned the decision of the Commonwealth Game Federation president Mike Fennel and his CEO Michael Hooper.

Pre-natal sex is banned in the country since long, but the child sex ratio has dipped to its lowest level since independence to 914 shows census data, released on Thursday. Punjab and Haryana remain at the bottom of the heap with the child sex ratio of 830 and 846 respectively. Haryana district Jhajhar and Mahendragarh, which are infamous in for female feticide has the lowest sex ratio at 774 and 778 respectively.

In Rajasthan the figure has declined from 909 in 2001 to 883 in 2011.
It’s very alarming situation for us, the number of girl child in the country has continued to fall despite the pre-conception and pre-natal Diagnostics Technique (Prohibition if sex selection) Act being in force since 1996. Though an increasing trend in the child sex ratio (0-6 years) has been seen in Punjab, Haryana, Himachal Pradesh, Gujarat, Tamil Nadu, Mizoram and Andaman and Nicobar Islands, in all remaining 27 states and Union Territories, the child sex ratio shows decline over Census 2001.
Uttar Pradesh (29.7 million), Bihar (18.6 million), Maharashtra (12.8 million), Madhya Pradesh (10.5 million) and Rajasthan (10.5 million) constitute 52 per cent children in the age group of 0-6 years. Population (0-6 years) 2001-2011 registered minus 3.08 per cent growth with minus 2.42 for males and minus 3.80 for females.
However, in some good news, the overall sex ratio at the national level has increased by 7 points since the 2001 Census to reach 940 females per 1000 male at Census 2011.
This is the highest sex ratio recorded since 1971 and a shade lower than 1961. Increase in sex ratio has been recorded in 29 states and UTs while three major states – Bihar, Gujarat and Jammu and Kashmir – have shown a decline in sex ratio as compared to Census 2001.
Kerala with 1084 has the highest sex ratio followed by Puducherry with 1038. Daman and Diu has the lowest sex ratio of 618.
Delhi Population and Child Sex ratio:
The population of National capital territory is quoted 1,67,53,235 which constitute about 1.38 per cent of the total population of the country. Where as the over all literacy rates in Delhi is 86.34% where 93.03% of male is literate and 80.93% of females are literate and the child sex ratio is 866.

According to the latest report of the Comptroller and Auditor General of India ( CAG), while 958 lakh PAN cards were issued till the end of March 2010 only 340.9 lakh tax returns were filed during 2009- 10.
The PAN card allotted to a taxpayer is the unique identification number that helps track individual tax compliance. It has to be furnished for all major transactions and opening bank accounts so that the IT authorities can trace the money trail of assessees. ” However, this prime purpose for which a PAN card is issued gets defeated if taxpayers get hold of more than one card,” a senior official pointed out.

A report says number of PAN cards far exceeds the number of tax payers. This raises concern that tax dodgers may be using multiple cards to hide income. The Income Tax ( I- T) department has issued close to 10 crore permanent account number ( PAN) cards but the number of taxpayers in the country is only one- third of this number, giving rise to serious concern that many tax dodgers are using two or more cards to conceal income.
An I- T official confirmed that the department has now initiated the exercise to weed out duplicate PAN cards but it is will take a long time given the huge database that has to be sifted through.
According to sources, the I- T department is looking for similar names, residential addresses and identical dates of birth to detect such multiple cardholders and check tax evasion.
PAN cards are issued by the I- T department, but the front- end of the process has been outsourced to UTI Technology Services Ltd and the National Securities Depository Ltd since July 2003.
The CAG report points out that the Central Board of Direct Taxes ( CBDT) needs to identify the reasons for the huge gap between the number of PAN cards and the number of taxpayers who actually file returns. ” The gap might be due to the issuance of duplicate PAN cards and death of some PAN card holders,” it adds.
According to sources, the death of PAN card holders can account for only a small portion of this gap. ” Some of the PAN card holders use them for establishing their identity and may genuinely not be required to pay tax. But there is a huge number of individuals who are misusing multiple PANs to dodge taxes,” a senior official said. It is this category that the CAG wants the I- T department to crack down on so that tax evasion is checked and revenue collection gets a boost, a senior official said.
The report points out that the growth in direct tax revenue has not been keeping pace with the growth in gross domestic product ( GDP). The logic is that a higher GDP growth rate leads to higher incomes, which should translate into higher taxes.
However, this is not happening. The report said, for every unit of growth in the GDP, direct taxes grew from 1.7 per cent in 2005- 06 to 2.6 per cent in 2007- 08. However, this figure came down to 0.5 per cent and 0.8 per cent in 2008- 09 and 2009- 10, respectively. This sharp decline in tax buoyancy is a matter of concern, the report added.

Left handed opener Gautam Gambhir and paceman Ishant Sharma got his position on the Indian Cricket team after injury lay-offs as the national cricket team selectors announced a full strength 15-member Test squad for next month’s series against New Zealand.
The focus during the series will clearly be on batting icon Tendulkar, who needs just one more century to complete 50 Test centuries in his illustrious career.
The champion batsman has been in tremendous form this season, winning the ICC [ Images ] cricketer of the Year award for the first time in his over two-decade-long career.
While Ahmadabad will host the first Test, Hyderabad (Nov 12-16) and Nagpur (Nov 20-24) will stage the two other matches.

India’s Mary Kom defeat Romania’s Steluta Duta 16-6 in the 48 kg group and won her 5th consecutive World Boxing Championship title. Earlier, India’s best known woman boxer MC Mary Kom moved into the final defeating Philippines’ Alice Kate Aparri 8-1 in the semifinals. The Manipuri braveheart and the mother of two children had won her four earlier titles in the 46kg category. Swift counter-punching and silken smooth footwork were Mary Kom’s strengths as she played the waiting game to perfection.

However, there was disappointment, India’s Kavita (+81kg) was stopped for a bronze after going down 2-14 to Ukraine’s Kateryna Kuzhel in the semifinals.

The featured $35 laptop, world’s cheapest laptop, which was launched by HRD Minister of India, Mr Kapit Sibbal two month ago, the HCL Infosystems has bagged the contract to manufacture 100,000 units.
The HCL Technologies has announced that the company would that the company would develop over 100,000 of world’s cheapest priced Touchscreen Tablet PC, in association with the Ministry of Human Resource Development in India. This touch screen tablet is expected to be prices at Rs. 1,650 or $35.
The $35 tablet PC is expectd to launche by 10 January, 2011 and will come in three versions of 5, 7, and 9 inches display.
The HRD minister Kapil sibbal announced that they are looking for global partner for the mass production of $35 touchscreen laptop. Meanwhile, the IIT-Rajasthan will carry out intensive laboratory and field tests of this $35 tablet PC across the country. IIT-Rajasthan is to conduct field trials in different parts of the country, at different times and under different weather conditions, to gauge the efficiency of the computers.
This low cost computing device, has 8.9×7-inch touch screen, weighing 1.5kg, is not as advanced as laptop, but it will support video, web conferencing, PDF reader, unzip tool, computing programmes such as Open Office, an input-output interface option for allowing IPTV, digital TV and media players, among other things that are required by college going students. It is supposed to be based on the Android OS.

This is the first successful effort of government of India to provide low cost computing devices to students. Five years ago, US-based One Laptop Per Child Association Inc. offered computers at $100 in India but the ministry decline.
$35 laptop is good news for the students but in near future it could see a lot of competition as many Private Indian and international companies are looking to launch low cost variants of tablets and e-readers.

Sushil Kumar, makes a history, he become the first Indian Wrestler to win gold at World Wrestling Championship in Moscow on Sunday. He defeat Alan Gogaev of Russia in straight set in the final of the 66Kg free style category at the Olympiskiy Sports Center in Moscow.

The 27 years old, Najafgarh wrestler won the bronze medal in 2008 Beijing Olympics, once again proofs the dominance in his category. The World champion wrestler Sushil kumar is known for his power game, went on the offensive at the start of the first two-minute round in the final bout. He used his leg take-down moves to unsettle the technically sound Russian and scored two quick points.
On his way to the final, Sushil convincingly defeated Anastasios Akritidis of Greece (6-0), Martin Sebastian Daum of Germany (4-1) and Batzorig Buyanjar of Mongolia (9-1) before rallying to beat reigning European champion Jabrayil Hasanov of Azerbaijan (4-3).
The other World championship medallists from India were Uday Chand (bronze in 1961), Bishambhar Singh (silver in 1967) and Alka Tomar (bronze in 2006).
The Wrestling Federation of India (WFI) President G.S. Mander was quick to hail Sushil’s feat.
“Sushil had proved his mettle at every level and now he has done it at the World level. It is a big thing to be the World, Asian and Commonwealth champion at the same time,” Mander said.
Sushil Kumar is presently employed by the Indian Railways as a Chief Ticketing Inspector.
Sushil Kumar was born into a Solanki Jat family and hails from the village Baprola in New Delhi. Kumar’s father Diwan Singh Solanki was an MTNL bus driver and mother Kamla Devi a housewife.

Big Boss session 4, its now official that bollywood’s bad boy Salman khan is going to host big boss session 4. Before this show, salman khan hosted “Dus Ka Dum”, which gets a grand popularity. The hunk now plans to host Big Boss session 4 replacing the real big boss of bollywood Amitabh bachchan. Big B has refused to host the show as he is busy on next season of “Kaun Bangea Crorepati”. Unlike the Big B’s own style of presentation, salman can have more straight forward approach. He said “My style will be very different from Mr Bachchan’s. We are two different personalities.
